Hubertus von Roenne elected new Chairman of ECTA calls for regulation enabling investments by all operators – big and small - at Commissioner Günther Oettinger’s roundtable 

Brussels, 16 January 2015: The European Competitive Telecoms Association has elected Hubertus von Roenne as Chairman of the Board of Directors.

The vision of Mr von Roenne, a German national based in Paris, for his term as ECTA Chairman is to help build a truly pan-European and competitive Digital Single Market in which consumers and businesses receive the world-class services they need at fair prices and conditions. 

"In order to achieve a connected and globally competitive Europe we must work on enabling all players – big and small – to invest in new high speed networks and innovative services. Competition is the key to unlock Europe’s investment potential and driving end-users to take up new, high speed services.” – said Mr von Roenne.

ECTA’s new Chairman marked his appointment by participating today in a stakeholder roundtable meeting organised by Commissioner Günther Oettinger in charge of Digital Economy & Society to discuss Investment in High-Speed Broadband. .

"Europe has a Nobel prize winning regulatory model (through Prof. Jean Tirole) that should be built upon and further improved to deliver the best next generation broadband services– in terms of quality, choice, price and speeds - for European citizens and businesses.” – added Mr von Roenne.

There is no trade-off between investments and competition. Competition is the best driver of private investments. Competition pushes companies to be more innovative and efficient and offer services at competitive prices, which generates user demand. Demand in turn drives more investment. This is a virtuous circle that has proven to work. Withdrawal of access to enduring economic bottlenecks would destroy the virtuous circle of competition, investments and innovation.

The recipe to achieve a world-class connected European market is a regulatory environment that creates the possibility for all players – big and small, from SME to multinational – to invest, innovate and compete:

  1. Bolster infrastructure based competition by ensuring effective access to enduring economic bottlenecks[1]. 
  2. Focus on creating a single market for cross border services. European businesses are eagerly awaiting a more competitive single market to boost business productivity and efficiency.
  3. Spectrum policy should become more coordinated and pro-competitive and should not allow viable challenger operators actively investing in their own infrastructure to be squeezed out of the market as a result of protectionist spectrum decisions.
  4. Regulation should ensure the possibility to all investors – big and small – to make fair returns on their investments but should not aim at guaranteeing high returns to a select few and disadvantaging others.

Hubertus von Roenne, Chairman

A German national, based in Paris, Hubertus von Roenne is a long-time business professional in the Global Telecoms & Internet Industries. From 2000 to 2006, he led major international transactions for AOL Europe. He joined BT in 2006 to run the strategic deal management team in Germany. In 2011 he was part of the team setting up BT’s vertical strategy and practices and subsequently led first BT’s Global Logistics Sector and then the Global Manufacturing Vertical. 

Since April 2014 he is Vice-President for BT’s Global Industry Practice and responsible for all of BT’s global industry (vertical) related activities in Retail & Consumer Goods; Energy & Resources; Healthcare & LifeSciences; Travel, Transport & Logistics; Automotives; Manufacturing; Media & Business Services.  He is also responsible for BT's industry propositions including BT LifeScience R&D Cloud, BT Supply Chain Solutions, BT Payment Solutions and BT's Business incubator activities.

He is becoming for the second time ECTA’s Chairman, a responsibility he held in 2010 after being a board member between 2006 and 2010.
