Tony Lavender

Tony Lavender is CEO of Plum Consulting. He has more than 35 years experience spanning industry, regulatory and consulting domains. He has worked on a wide range of communications policy, telecoms regulation and radio spectrum issues. His clients include UK Government, equipment vendors, network operators and regulators.
In 2016, Tony was a specialist adviser to the UK Parliament Culture, Media and Sport Committee Inquiry into “Establishing world class connectivity throughout the UK”. In this role, he provided advice to the Committee on fixed and mobile network infrastructure matters. Tony is a member of the Steering Board of the UK Spectrum Policy Forum (SPF) and he was a member of the UK Government’s Expert Panel, established as part of the UK Spectrum Strategy, on “Incorporating Social Value into Spectrum Allocation Decisions”, which published its findings in November 2015.
Tony has worked on a wide range of consulting assignments. Recent examples include a study in Hong Kong on technical and related policy aspects of reassignment of 900/1800 MHz spectrum, in Kenya studies on review of mobile operator spectrum assignments and national roaming, in the BVI and Bermuda advising on spectrum awards for 700 MHz and other spectrum bands, for the UK SPF a study on flexible spectrum access methods and for an equipment vendor, regulatory and spectrum management issues for private LTE networks.
Tony is a Chartered Engineer and a member of the UK Institution of Engineering and Technology.
