Gordon Moir

Partner, Shepherd and Wedderburn

Gordon is a global leader in the provision of regulatory and anti-trust support, with a particular focus on the TMT sector. Gordon transferred to Shepherd and Wedderburn in September 2014 from Webb Henderson, where he was head of the London office.

Previously, Gordon was General Counsel for BT Retail and was involved in its moves into content, as well as having parallel responsibility for BT’s extensive global antitrust and regulatory activity and their licencing and activities globally as Head of Competition and Regulatory Law for BT Group.

During his ten years at BT, he secured access to markets and wholesale facilities across the world as well as dealing with a vast array of commercial, legal and regulatory matters. In particular, Gordon coordinated the antitrust and regulatory aspects of BT’s demerger from AT&T in 2001 and the subsequent direct entry of BT into over 130 markets globally, including India. Gordon has provided strategic advice on most of the consolidations in the global telecoms sector in the last decade, either as a participant to the consolidation or as a challenger. He was also heavily involved in the creation of Openreach and the regulatory models there.

In addition to his role in BT, Gordon was Chair of the International Chamber of Commerce Task Force on Telecoms and ICT matters, driving their work on international market access, internet policies and dispute settlement and resolution models globally. He is also credited as an editor on the Encyclopaedia of European Union Law and was the co-author of the main English language legal text on the European Union Maastricht Treaty, published by Sweet and Maxwell.

Gordon was named one of the Hot 100 Lawyers in 2010 by The Lawyer magazine for his ground-breaking work in telecoms regulation. More recently, Gordon was officially recognised as “one of the world’s leading practitioners” in Telecommunications, Media and Technology in the 2016 “Who’s Who Legal Guide”. Gordon is also a Chambers 2016 ‘recognised practitioner’ in the field of Telecoms. He has also been noted as a recommended lawyer in IT and Telecoms in the Legal 500 2017 publication.

He has been heavily involved in abuse cases in telecoms, representing Ecta before the General and European Court and also driving funded litigation portfolios for clients in the UK and Europe.
