James Allen is a Partner at Analysys Mason and one of the company's most senior regulatory experts.
 
His experience includes providing specialist advice to operators, regulators and governments, particularly on the underlying economic unit costs of services provided over all forms of wireline and wireless networks, and the policy implications of these results. He has an extensive knowledge of telecoms regulatory best practice around the world.
 
James has recently worked on a range of strategically important topics such as the economics of rural networks; FTTx business cases and their policy implications; regulatory cost models of fixed and mobile networks including advanced services such as multicast; 'pure LRIC' costing of mobile and fixed termination; proportionate regulation in small countries; access to emergency services on VoIP; costing services on undersea cables; the benefits of lower concentration in European telecoms markets; structural separation in a number of countries; AIP pricing of spectrum; the revision of the EU Framework; commercial due diligence on an incumbent telco; bottom up local loop cost modelling; cost modelling of voice termination in an NGN; the concept of 'Unfair burden' in USO; the regulation of VoIP in Europe; and accounting separation in postal regulation.
 
Before joining Analysys Mason, he worked for the UK ICT consultancy Smith Group (now BAE Systems Applied Intelligence).
 
In addition to his 25 years' consulting experience, he trained as a physicist and has a PhD (1991) from Durham University.
