Are the current bottlenecks likely to endure? LLU was a harmonised remedy but NGA remedies are not, with material differences between countries with and without cable networks and between those using FTTC as opposed to FTTB/H. Functional separation and co-investment increase the divergences across the EU. Is this a problem?
What happens if operators cannot feasibly move up the ladder of investment in NGA? What is needed to improve competition in the pan-EU business services market? Will the proposed changes to the framework deliver on this specific point?
