CONFERENCE CHAIR: James Allen, Partner, Analysys Mason

09:10-09:40 KEYNOTE SPEECH with Q&A

Andrus Ansip, Vice President for the Digital Single Market, European Commission

09:40-11:00 SESSION 1 - Delivering future-proof connectivity for Europe

Is ‘Very High-Capacity Connectivity’ as defined in the Commission’s proposal clear enough? Should it be changed? Is it future-proof? Has the Commission moved away from a technology neutral stance? What should we aim for by 2025 for fixed and mobile networks? Are the targets achievable and can regulation meaningfully contribute?

Chair: Ann LaFrance, Coordinating Partner, Communications Law & Regulation, EMEA;  Global Co-Chair, Data Privacy & Cybersecurity, Squire Patton Boggs
Allison Kirkby, Group President & CEO, Tele2 Group
Professor Fátima Barros, President of the Board of ANACOM and BEREC Chair 2015
Kamila Kloc, Deputy Head of Cabinet, Vice-President Ansip, European Commission
Erzsébet Fitori, Director General, FTTH Council Europe
Lise Fuhr, Director General, ETNO

11:00-11:30 COFFEE BREAK

TWIN TRACK - choice of one of the following two panel sessions:

11:30-12:45 SESSION 2A - Getting fixed wholesale access right

Are the current bottlenecks likely to endure? LLU was a harmonised remedy but NGA remedies are not, with material differences between countries with and without cable networks and between those using FTTC as opposed to FTTB/H. Functional separation and co-investment increase the divergences across the EU. Is this a problem?
What happens if operators cannot feasibly move up the ladder of investment in NGA?  What is needed to improve competition in the pan-EU business services market? Will the proposed changes to the framework deliver on this specific point?

Chair: Luc Hindryckx, Executive Director, ECTA (European Competitive Telecommunications Association)
Anthony Whelan, Director Electronic Communications Networks and Services, DG CONNECT, European Commission
Maxime Lombardini, CEO, Iliad
Meinrad Spenger, CEO, MÁSMÓVIL
Steve Unger, Board Member and Group Director, Ofcom

11:30-12:45 SESSION 2B - Spectrum harmonisation: the key to 5G?

What needs to be harmonised? What is "nice to have” but not essential? Does Europe being first to 5G matter? How does harmonisation help achieve this aim?

Chair: J.Scott Marcus, Senior Fellow, Bruegel
Gunnar Hökmark MEP, European People’s Party, European Parliament
Carlota Reyners Fontana, Deputy Head of the Radio Spectrum Policy unit, DG CONNECT, European Commission
Philip Marnick, Group Director, Spectrum, Ofcom and Chairperson, Radio Spectrum Policy Group

14:35-15:35 SESSION 3 - The institutional setup - who will be the ‘Guardians of the Digital Galaxy’?

Do we need policy to concentrate on the same matters as in the past? (content access, retransmission fees, prominence in EPG and other platforms, quality of content, local content, universal accessibility, diversity and plurality, protection of minors, limits on advertising) or are some of these solved issues? Are there new issues? What does the EU dimension look like? (DSM/geoblocking, AVMS Refit, Copyright directive, Country of origin principle).

Chair: Olivier Cousi, Partner, Gide Loyrette Nouel
