| Charging methods for legacy copper and fibre access networks play a key role in influencing investment incentives, retail prices and competition across fixed telecoms services. The Commission is considering issuing a Recommendation on this subject and has issued a consultation which asks whether changes are needed to the standard approaches taken by most national regulators for setting charges for legacy copper networks in order to create incentives to invest in NGA. At this workshop, we will hear the conflicting views of representatives from BEREC, telecoms incumbents and new entrants and economic experts. | |

Representatives of the European Commission and of the industry will discuss the current state of play and developments at EU and national level of data management obligations with a particular focus on international data flows in the era of cloud computing. In the context of the upcoming review of the data protection framework in Europe, workshop participant will have a chance to express their views on how to address conflicts of jurisdiction and on the creation of a level playing field for global data intensive internet services (e.g. social networks and search engines) and for cloud service providers. | |

| The EU 2020 Strategy and the Digital Agenda target full basic broadband coverage by 2013 and that all Europeans have access to at least 30 Mbps broadband by 2020. Currently 95.3% of the population has access to basic broadband but only 28.7% to high speed, at least 30 Mbps broadband. What is the right mix of technologies (fixed, mobile, satellite?) to ensure full coverage for all Europeans, including rural and remote areas? What are the various technologies capable of? What is the role of state aid on achieving the EU 2020 targets? Should Universal Service Obligations play a role and who should pay for the costs? | |
