  James Allen, Partner, Analysys Mason

James Allen is Head of Regulation at Analysys Mason's Cambridge office. He has led projects dealing with a wide variety of telecoms topics, for clients spanning the telecoms industry - private equity, banks, equipment manufacturers, new entrant operators, incumbents, regulators, and policy makers. He has particular expertise in fixed and mobile network costing.

He has recently worked on a range of topics such as FTTx business cases; top-down regulatory cost models for DSL and fixed voice products; structural separation; pass-through of mobile termination rate cuts; the recent Commission recommendations on termination and NGA; the revision of the EU Framework; commercial due diligence on an incumbent telco; bottom up local loop cost modelling; cost modelling of voice in an NGN; price benchmarking and tariff design for FMC; and the regulation of VoIP in Europe.

He trained as a physicist and has a PhD (1991) from Durham University.


 

 

 

Commissioner Meredith Baker

 


 Commissioner Meredith Attwell Baker, Federal Communications Commission

Meredith Attwell Baker was nominated by President Barack Obama as a member of the Federal Communications Commission on June 25, 2009, and sworn in on July 31, 2009.

Ms. Baker most recently served as Acting Assistant Secretary of Commerce for Communications and Information and Acting Administrator of the National Telecommunications and Information Administration (NTIA). NTIA is the President's principal advisor on telecommunications and information policy. Ms. Baker was named Deputy Assistant Secretary in February 2007 and first joined NTIA as a Senior Advisor in January 2004. She also served as Acting Associate Administrator for the Office of International Affairs and on detail to the White House, Office of Science and Technology Policy.

At NTIA, Ms. Baker advised and represented the Executive Branch on both domestic and international telecommunications and information policy activities. With a core mission to promote market-based policies that encourage innovation and benefit consumers, NTIA under Ms. Baker pursued the effective and efficient utilization of radiofrequency spectrum by the federal government through its management of federal spectrum use, performed cutting edge telecommunications research and engineering, and oversaw the management of the Internet's domain name and numbering system. Ms. Baker also administered the coupon program to help facilitate the nation's historic transition to digital television. Ms. Baker has served on delegations representing the United States at major international telecommunications conferences and engaged in bilateral discussions with senior level officials from countries around the world.

Before joining NTIA, Ms. Baker was Vice President at the firm of Williams Mullen Strategies where she focused on telecommunications, intellectual property, and international trade issues. Earlier, she held the position as Senior Counsel to Covad Communications from 2000 to 2002, and Director of Congressional Affairs at the Cellular Telecommunications Industry Association (CTIA) from 1998 to 2000. Ms. Baker worked at the U.S. Court of Appeals Fifth Circuit in Houston and later at the law firm of DeLange and Hudspeth, L.L.P. From 1990 to 1992, she worked in the Legislative Affairs Office of the U.S. Department of State in Washington.

Ms. Baker earned a Bachelor of Arts degree from Washington & Lee University in 1990 and a law degree from the University of Houston in 1994. She is a member of the Texas State Bar. Ms. Baker and her husband Jamie reside in McLean, Virginia. She has four stepdaughters.

Professional Activities
Yves Blondeel is the Chairman of the ECTA Implementation Group since its formation in 2003. The group monitors the transposition and implementation of EU directives, the market analysis process in the Member States, etc. and escalates major issues where this is deemed appropriate by ECTA members.

1995-present: Founder and Managing Director of T-REGS b.v.b.a.
Specialist consultancy in telecommunications regulation, focusing on national telecommunications regulations in the EU Member States and in Switzerland and Norway, as well as EU-level regulation.
T-REGS conducts work for:

  • Network operators and service providers developing/implementing regulatory strategies, launching new products, seeking regulatory clearance, rights-of-way, frequency rights-of-use, numbering resources, etc. wishing to negotiate interconnection and local loop access, etc.
  • Regulatory authorities seeking an independent review of drafts of regulations
  • Equipment suppliers and financial investors in the telecommunications sector

Gerard Boogert


Gerard Boogert
, NGA Programme Manager, OPTA (Dutch Telecoms Regulator)

Gerard Boogert is currently program manager Next Generation Networks (NGN) at the Independent Postal and Telecommunication Authority (OPTA) in the Netherlands. This program plays a leading role in the development and implementation of the regulatory framework for NGN (Access) regulation, both in residential and business broadband network- and services in the Netherlands.

Most recent project within the program is the realization of a policy rules paper for the tariff regulation of unbundled fibre access.

He worked for more than 20 years within the Telecom Industry in various technical, commercial and business management functions. The last 6 years he worked with OPTA and is one of the senior advisors for the analysis and regulation of broadband markets.
 

 

 

 

 

 

 

 

 

 


 

 

Fabio Colsanti


Fabio Colasanti
, Director General, European Commission, DG Information Society & Media

European Commission Director General for “Information Society and Media” since July 2002, Fabio Colasanti, born in 1946, of Italian nationality, was previously Director General of the European Commission’s “Enterprise” Directorate General from January 2000 to June 2002.

Prior to this appointment, from June 1999 to the end of 1999, he was Deputy Head of the Office of Commission President Romano Prodi and from the beginning of 1996 until June 1999 a Director in the European Commission’s “Budget” Directorate General, with responsibility for the “Resources” Directorate.

Previously, from 1988 to the end of 1995, he served successively as Head of the “Economic Forecasts” and “Macro-economic policy analysis” units of the Commission’s Directorate General for “Economic and Financial Affairs”. Meanwhile, he studied local development issues in the USA during a three month trip across 18 states, thanks to an Eisenhower Fellowship in 1992.

Before returning to the Directorate General “Economic and Financial Affairs”, he was a member of the Commission’s Spokesman’s Group with responsibility for economic and monetary affairs, regional policy, credit and investment, small and medium-sized enterprises (the portfolios of Commissioners Aloïs Pfeiffer and Abel Matutes), from 1985 to the end of 1987.

From October 1977 to 1984, he worked as an economist in the Commission’s Directorate General for “Economic and Financial Affairs” (budgetary policies, Italian economy, short-term forecasts, European Monetary System and the Ecu).

From 1971 to 1977, he held various positions with Italcable Spa of Rome (an international telecommunications company which is now part of Telecom Italia).

Fabio Colasanti holds diplomas in economics from the University of Rome and the College of Europe in Bruges. He works regularly in English and French and is fluent in German and Spanish.

John Doherty

John Doherty is Chairperson with the Commission for Communications Regulation (ComReg).  John joined ComReg in 2001 as Director of Market Operations, before becoming a Commissioner in 2002.  ComReg is the statutory body responsible for regulating the Electronic Communications and Postal Sectors in Ireland. 

Before joining ComReg, John held a number of senior management positions in the Industrial Development Authority including those of Head of New Business Development focussing on identifying and developing new business opportunities for IDA in areas such as eCommerce, Biotechnology and International Services.

Prior to joining IDA John worked in a number of management positions in the chemical and engineering sectors both in Ireland and Internationally.  He is an Economist by background with an MSc in Informatics and a Graduate Diploma in Business Administration.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Christian Engström


Christian Engström MEP
, Swedish Pirate Party, Group of the Greens/European Free Alliance

Christian Engström was born in Högalid, Stockholm. He graduated from Stockholm University in 1983 with a degree in mathematics and computer science. While studying, Mr Engström worked as a tutor at the university, teaching object-oriented programming in Simula. From 1978 he also worked part-time as a programmer at a small company which specialized in phonetic similarity searches for trademark names. After finishing his studies he started working full-time at the company. He became a partner in the firm in 1987 and in 1991 he became vice president. In 1997 the company was sold to the leading European trademark search house CompuMark. Mr Engström stayed on in a similar capacity as before until 2001, when he left the company to set up his own consultancy firm Glindra AB.
 
For five years Mr Engström worked as an unpaid activist within the Foundation for a Free Information Infrastructure (FFII), lobbying against software patents. He was active in the campaign against the EU software patent directive, which was rejected by the European Parliament in July 2005. He also co-founded the Swedish section of FFII and served as its deputy chairman during the first year.
 
In the late 1980s, Mr Engström became a member of the Swedish Liberal People's Party. He served as a lay assessor (Swedish: nämndeman) for the party in the Stockholm District Court between 1992 and 1998 and was active in local politics in Bromma, Stockholm. He left the Liberal People's Party on 1 January 2006, following the founding of the Pirate Party.
 
Mr Engström was elected a Member of the European Parliament (MEP) in the election held on 7 June 2009, in which the Pirate Party won 7.1 % of the votes and received one mandate. Mr Engström was placed as his party's top candidate and received 43,808 votes (19 % of the Pirate Party's total votes). After negotiations with some of the political groups of the European Parliament it was announced on 25 June 2009 that Mr Engström would join the green group (Greens-EFA).

Richard is the Public Policy Director for the Vodafone Group, coordinating global public policy and regulatory affairs throughout Vodafone’s operating companies including Europe, the Americas, and the Asia-Pacific. Richard has over fifteen years experience in international telecommunications in fixed, internet and wireless sectors; having been responsible for public policy at MCI Worldcom International, Ionica plc and TeleWest Communications plc.

Wolfgang Feiel


Wolfgang Feiel, Head of Legal Department, Austrian Regulatory Authority for Broadcasting and Telecommunications (RTR-GmbH) (Austrian Telecoms Regulator)

Wolfgang Feiel (born in 1967) is director of the legal division of the Austrian Regulatory Authority for Broadcasting and Telecommunications (Rundfunk und Telekom Regulierungs-GmbH, RTR). RTR manages the Telecom-Control-Commission and the Communications Authority Austria. Telecom-Control-Commission and Communications Authority Austria have the tasks to liberalize the telecommunications and the broadcasting sector in Austria and to maintain competition in these sectors as well as in the sector of digital signature. In addition, RTR is responsible for dispute settlement between customers and operators of electronic communications services. RTR also grants subsidies for TV-productions and for the switch over from analogue to digital broadcasting. Furthermore, RTR conducts a center of competence for electronic communications services. Wolfgang Feiel has been head of the legal department since May 2001. He started his career at the Regulatory Authority in 1999.

From 1995 to 1999, Wolfgang Feiel was working at the Federal Chancellery, Constitutional Service. Before that, he was assistant at the University of Salzburg

Since 1999, Wolfgang Feiel has been teaching telecommunications law at different schools and universities.

In his recent publications, Wolfgang Feiel is dealing with telecommunications law and matters of competition regulation.

 

 

 

 

 

 



Margot Fröhlinger

Margot Fröhlinger

Margot Fröhlinger graduated from Saarbrücken University with a law degree in 1976. Her post-graduate qualifications consist of the German professional law qualification (1979) and a Doctorate in law from the Trier University (1981).

From 1979 to 1983 she worked as senior assistant and lecturer in Constitutional, Administrative and European law at the Trier University. From 1983 to 1987 she was a judge at several Courts in Germany. In 1987 she joined the Commission of the European Communities, where she held different posts in the Directorate General for Competition and in the DG Internal Market and Services.

Since 2007, she is Director of the Directorate dealing with knowledge based economy where she is in charge of copyright and related rights of industrial property including trademarks and patents, of IPR enforcement and the fight against counterfeiting and piracy.

Patricia joined BT as a non-executive director on March 24th 2008 and she is the Senior Independent Director. She is Labour MP for Leicester West, was Secretary of State for Health from 2005-2007 and Secretary of State for Trade & Industry from 2001-2005 (and Minister of State for Trade & Industry from 1999-2001).

Prior to her parliamentary career, Patricia was director of research at Andersen Consulting [now Accenture] (1994-1997) and deputy director of the Institute for Public Policy Research, which she helped found, from 1989-1994. Sven-Erik Heun

Sven-Erik Heun has broad experience in telecommunications, IT, e-commerce and Internet law in the regulatory as well as in the commercial and transactional fields, including competition and data privacy law compliance. He has specialized in these areas since the first deregulation of the German communications markets in 1989. Mr. Heun also practices in the areas of public utility services and public administration, including energy law and regulation, public procurement as well as privatization of public utilities and outsourcing of utility services.

His activities include legal, regulatory and strategic advice, structuring and negotiation of commercial projects and contracts, representation before regulatory and antitrust authorities as well as in administrative, antitrust and civil court litigation and arbitration proceedings.

His clients are network operators, service providers and corporate customers as well as financial and strategic investors in the telecommunications, IT, Internet and energy/utility sectors.

Sven-Erik Heun is editor and author of the "Handbook Telecommunications Law" ("Handbuch Telekommunikationsrecht", 2ed. 2007) and has published numerous articles on the legal questions of telecommunications and e-commerce law in reviews such as Computer und Recht and in treatises such as the "Handbook for the IT lawyer" ("Handbuch Fachanwalt IT-Recht", 2008). He is Co-Chairman of the working party on Telecommunications of the German Computer Law Association (Deutsche Gesellschaft fur Recht und Informatik, DGRI) and a member of the advisory council (Fachbeirat) to the EuroHandelsinstitut e.V. Reinald Krüger


Reinald Krüger, Head of Unit, Procedures related to National Regulatory Measures, Unit B5, European Commission, DG Information Society & Media

Reinald Krueger is Head of Unit in the Information Society and Media Directorate-General of the European Commission and responsible for the Article 7 Consultation Mechanism on national regulatory measures in the electronic communications sector.

Reinald started his career in the European Commission in 1995. He worked in the Industry Directorate-General on trade and industrial policy related tasks (until October 2000) and the Competition Directorate-General (until September 2008). In the latter, he was Deputy Head of the “Antitrust Telecoms” unit and Case manager of major antitrust telecoms cases under Article 82 of EC Treaty.

Before he joined the Commission, Reinald was Head of the Research Group “Industrial Economics and Competition Policy” at one of the leading German economics research institutes, the HWWA-Institute in Hamburg. In 1989, he was a Consultant with the US antitrust authority Federal Trade Commission (FTC), and in 1990 a Competition Expert to the World Bank.

Reinald is an economist by training and author of 34 publications in the areas of industrial economics, competition policy and transition economics.

 

 

 

 

 


 

Matthias Kurth

Matthias Kurth

Matthias Kurth, born 1952 in Heidelberg, Germany, finished his Law Studies at Frankfurt am Main University in 1978 with first and second state examination magna cum laude. After his studies he was entitled to serve as a judge at the Darmstadt Regional Court. Then working as a lawyer in Dreieich with admission to the Darmstadt Regional Court from 1978 to 1994 and during the same time Member of the Social Democratic Party (SPD) Group in the Hesse State Parliament.

From 1991 to 1994 Matthias Kurth was Parliamentary Secretary and Deputy Chairman of the SPD Group in the State Parliament and Member of its Presidium. In 1994 he became Permanent Secretary in the Hesse Ministry of Economics, Head of Administration, and Permanent Deputy of the Minister (until April 1999). From 1994 to 1997 he also was the Representative of the state of Hesse in the Regulatory Council for Posts and Telecommunications, where he cooperated in framing the German Telecommunications Act, and a Member of the Supervisory Board of the Deutsche Ausgleichsbank.

In 1997 and in 1998 Matthias Kurth was Chairman of the Conference of Heads of Administration of the Ministries of Economics at federal and state level. Then from July 1999 to February 2000 Member of the Board of Directors of COLT Telekom GmbH, where he was responsible for Business Development, Law and Regulation.

In March 2000 Matthias Kurth was made Executive Vice President of the German Regulatory Authority for Telecommunications and Posts, becoming President in 2001.  RegTP has since been renamed to Federal Network Agency for Electricity, Gas, Telecommunications, Post and Railway (BNetzA).

Ann LaFrance is Coordinating Partner for the Squire Sanders communications law team in EMEA and leader of the firm's European data protection and privacy practice.

Ms LaFrance has over two decades of experience working on regulatory, policy, competition and commercial matters involving the TMT sector in Europe, the United States and key emerging markets around the globe. She began her career as a telecommunications lawyer in Washington, DC, and from 1996-2004, she served as Chief International Counsel for MCI Communications Corp. (since acquired by Verizon) in Brussels and London/Reading.

Now based in London, Ms LaFrance's practice covers a wide range of telecommunications and media issues involving EU, UK and international law and regulation.

 

 

 

 

 

 

 


Dr Joachim Lücking

 


Joachim Lücking, Head of Unit, Antitrust: Telecoms, European Commission, DG Competition

Dr Joachim Lücking is the Head of Unit responsible for Antitrust – Telecommunications in the Competition Directorate-General of the European Commission.

His responsibilities include all antitrust cases in the electronic communications sector, the Article 7 Consultation Mechanism on national regulatory measures and the Commission Recommendations on regulatory issues (Next Generation Access Networks, termination rates).

After having worked as an academic and in industry, Joachim joined the European Commission in 1995 and has held several positions in the Competition DG, including Head of Unit – Mergers, Deputy Head of Unit – Telecommunications and Post, Policy coordinator and Case handler for merger cases.

He was educated in Germany and the USA and holds a Ph.D. in Business Administration and a MBA (Diplom-Kaufmann) from the University of Erlangen- Nuremberg as well as a M.A. in Economics from Wayne State University, Detroit.

 

 

 

 

 

 

 

 


Stuart McIntosh


Stuart McIntosh, Partner, Competition, Ofcom

Stuart McIntosh joined Ofcom as Competition Partner in January 2008 and was appointed to the Ofcom Board in July 2008.

Prior to joining Ofcom, Stuart was a Strategy partner in IBM’s communications practice in the US. Before that Stuart held senior positions in PWC, where he led PWC’s Telecoms Consulting Practice, and Adventis, a boutique strategy consultancy.  Stuart began his career as an Economist in the UK’s Government Economic Service.  He also worked for BT for a period of 4 years where he held the position of Head of Business Economics.

 

 

 

 

 

 

 

 

 


Cecilio Madero Villarejo



Cecilio Madero

Cecilio Madero Villarejo studied law at the Complutense University in Madrid, Spain. After working 5 years at Banco Bilbao (BB) in Spain, he joined the European Commission (and DG Competition) in 1987. As a case-handler in DG Competition, he dealt with the adjustment of state monopolies and the internal energy market. In 1995, he was appointed Head of Unit dealing with state aid in the textile, papers, chemical, pharmaceutical, electronic industry, mechanical engineering and other manufacturing sectors.

Between 1999 and 2006, Mr. Madero was Head of Unit in charge of Information Industries, Internet and Consumer Electronics. He served as the Case Manager on the Microsoft case, which, after several years of proceedings, is now widely recognized as a landmark antitrust decision, upheld by the Court of First Instance in September 2007.

In October 2006, he was appointed Director for Services of the Competition Directorate General, which was followed by his appointment as Director for Information, Communication and Media of the Competition Directorate General in August 2007.

His experience with the Commission spans 22 years during which his career has been heavily focused on European competition policy.

 

 

 

 

 

 

Julia Martusewicz-Kulinska

Julia Martusewicz-Kulinska, Director of Department of Telecommunications, Office of Electronic Communications (UKE)

Julia Martusewicz-Kulinska is a Director of Department of Telecommunications Market Analysis with Polish National Regulatory Authority – Office of Electronic Communications (UKE). She is accountable for cooperation between the regulatory authority and the Information Society and Media DG of the European Commission, in terms of relevant market analysis.

Julia Martusewicz-Kulinska has over eight years of research and telecoms industry regulations experience. She worked as Research Analyst with Frost & Sullivan’s Information and Communication Technologies Unit, specialising in Communications Services. She also headed Research Division within the Polish National Regulatory Authority where she was responsible for telecommunications market research.

Julia Martusewicz-Kulinska holds an M.Sc. of Econometrics on Computer Science and Econometrics Faculty from the University of Lodz and Diploma of Digital Telecommunication Study from the Wroclaw University of Technology. Stan Miller was born in South Africa on 6 September 1958.

He has diploma in Law and Administration (Technicon RSA - UNISA), diploma in Human Resource Management (IAC). He has also completed several advanced management programmes (Finance, Marketing and Top Executive) at the University of Cape Town Business School and the Proteus Leadership programme at the London Business School. After working for the government, he joined Electronic Media Network (M-NET- today MIH Group) a South African Pay Television company, shortly after its inception in 1988. He was appointed Group GM Operations South Africa in 1989. M-Net was listed on the JSE.

In 1990 he was part of a small executive team to explore international business opportunities in Europe (Greece and The Netherlands) He re-located to Europe in 1991 and has lived and worked in several European countries since then. These include amongst others; The Netherlands, Belgium, Italy, Norway, Sweden, Greece and recently Germany. He held several senior corporate and operational positions within the NETHOLD (a global Pay television group) including that of Group Vice President (Operations and Human Resources), Chief Executive Officer / Chief Operating Officer of several operating companies (FilmNet BV Netherlands, MultiChoice, Telepiu Italy) and served on several other boards as a director.

In 1996 As CEO of Telepiu subsidiary, Atena / DSTV, in Italy, he led the launch of the first digital  satellite television service in Europe, which included premium pay, thematic channels and impulse pay per view services. During that time he was also Nethold CEO for Italy.

After the sale of * NETHOLD to Canal + in 1997, he co-founded Leaderman SA, a small company that licenses electronic media vending and fulfilment solutions, including web based applications as well as investing in start-ups, such as Whizzdom BV (Netherlands), which specialises in web based distance learning and knowledge management systems as well as content. Due to his current commitments to KPN he is not active in these businesses any longer.

In 1998 He joined the board of JSE listed VESTA Technologies Ltd, as non executive chairman  Vesta provides IT solutions to larger companies and banks in South Africa,  he resigned in  February 2001 due to  commitments to the KPN Group.

In November 1998, he was appointed CEO a.i. of KPN-Orange (50/50 venture between Orange PLC and KPN Royal), where he was responsible for ensuring the successful launch of the third mobile operator in Belgium after it experienced severe problems in its start up phase. During this time he also headed up a team that raised EURO 680 million unsecured finance from a consortium of international banks for KPNO.  He also served as a non executive director (1999 – 2001) of IP Global Net NV, a Belgium company supplying IT and service solutions to larger corporate institutions in The Benelux, Germany and France.

In October 1999 he joined KPN Mobile (Netherlands) as CEO KPN-Mobile International Holdings BV responsible for the international participations other than Germany, but including KPN-Orange (supervisory board member) and responsible for participations in Indonesia, Ukraine ,Hungary and Slovenia. These assets were disposed of as a result of a new strategy of “manage and create synergies or dispose” as well as the financial problems encountered by KPN. He was responsible for successfully negotiating the purchase of the Orange PLC (France Telecom) held stake in KPN-Orange, making it a wholly owned subsidiary of KPN-Mobile Holding NV,  for  less than 50% of the asking price of € 1,1 billion  (purchase price 0,5 billion)

From February 2000 to December 2001, he was also CEO of KPN Mobile The Netherlands BV and served in several other capacities including member of the board of KPN-Mobile Holding NV (85% KPN Royal 15% NTT DoComo), member of the board of KPN-Orange (Now BASE NV Belgium), member of the board of Hutchinson 3G UK limited, CEO of KPN-Mobile International Holdings BV and member of the supervisory board of RAM mobile data. During his tenure as CEO KPN-Mobile The Netherlands BV (February 2000 to December 2001), he was responsible for introducing a new strategy –“ Volume to Value”  This strategy resulted in increasing revenues from € 1,8 billon to € 2,2 billion and EBITDA margin increase from 26% to 43% . Net profitability nearly doubled in the same period. After the UMTS auctions brought most companies to the brink of insolvency, KPN disposed of all non- core international assets leaving the group with mobile operations in Germany, The Netherlands and Belgium, as well as a 15% participation in H3G in the UK (Today called 3). KPN disposed of its stake in 3 UK and Stan subsequently stepped down from the board.

In December 2001 he left KPN Mobile the Netherlands, to oversee the transformation, turnaround and re-branding of KPN-Orange into BASE, where he currently is still Chairman and CEO. He developed a new strategy and business model for BASE which was approved by the shareholders end 2002 and has resulted in the turnaround of BASE from a bankrupt situation with a value of   - € 600 million to Euro 2 Billion. Service revenues have nearly tripled  to over € 600 million and monthly revenues increased from € 29 million to € 54 million.  EBITDA margin has increased by 121% YOY, or from + €10 million end 2001 to over € 200 Million at the end of 2005.The EBITDA margin currently exceeds 40% and the company is cash flow positive.  The subscriber base has increased from 1.1 million to over 2 million and market share has increased form 12 % to over 20%.

In May 2005 KPN appointed Stan as the CEO of it’s international Mobile activities a role in which he also takes responsibility for E-Plus in Germany and future expansion into other markets. E-PLUS was a severely underperforming asset in the largest Telecom market in Europe. Since Stan took charge of E-PLUS, the company has introduced a multi brand / segmentation strategy in  the German market. Brands such as BASE, SIMYO and AY YILDIZ were introduced within a few months. Partnerships with companies like Aldi ,Viva and over 10 others were concluded in rapid succession. Within 1 year “other” brands make up more than 25% of the total subscriber base at E-Plus (2,5 million) In a market where handset subsidies and high SAC have been the norm, E-Plus has successfully succeeded in “sim only” offers which resulted in SAC being reduced by over 60% yoy.  E-PLUS and the other brands resulted in E-PLUS being the leader in terms of net subscriber growth in the German market, with more than 43% net add growth YTD (2006).  Service revenue growth now exceeds 12%, T-Mobile and Vodafone have announced 1 to 3 % revenue decline for their operations in the German market. E-PLUS is now in a net profit situation after 13 years of losses. EBITDA margins exceed 35 % from a low of 19% one year ago. E-PLUS profits doubled the net profit for KPN group during the first half of 2006. The share price of KPN has outperformed the European Telecom average significantly for the past 6 months. The value created at E-PLUS has directly translated into value being created for KPN shareholders. E-Plus has already increased its value by more than 4 Billion Euro in just over 1 year.

Since June 2006 Stan is a member of the board of KPN Royal, responsible for all it’s international activities as well as the mobile activities in The Netherlands. He is CEO of KPN Mobile international, Chairman of the boards of E-PLUS and BASE, CEO of BASE.

Stan is a South African citizen and a Belgian resident. He currently lives in Brussels and spends his time travelling between the Dutch , Belgian and German operations as well as pursuing expansion opportunities abroad.

*Nethold had extensive Pay Television operations In Europe, Africa and Asia before its European business was merged with Canal+ in 1997.

Pearse O'Donohue is responsible for the development and implementation of policies for efficient spectrum use and a coordinated approach to frequency management in the EU. This also involves the development of spectrum harmonisation measures in the electronic communications field and in other internal market sectors such as transport and research. He is Chairman of the EU Radio Spectrum Committee.

Prior to taking over his current post in June 2008, Pearse O'Donohue was the Assistant to the Director-General of DG INFSO (Information Society and Media). Before that, he was Deputy Head of the Unit responsible for monitoring and enforcing implementation of the EU regulatory framework in electronic communications, where he dealt amongst other things with spectrum authorisation and broadband access issues.

Pearse O'Donohue began his career in the Irish Department of Foreign Affairs, from which he was posted to the Permanent Representation of Ireland to the EU in Brussels. In 1991 he was appointed Assistant Director of the Brussels office of the Irish Business & Employers' Confederation. Mr Pataki has been serving as the President of the National Communications Authority in Hungary since January 1, 2004. Originally appointed for five years, he has been re-elected as President for his second five-year term in December 2008. Mr Pataki is also the elected Chairman of the Radio Spectrum Policy Group (RSPG) in 2009 and he is a Vice-Chair of the European Regulators Group/Independent Regulators Group (ERG/IRG) which he chaired in 2008.

From 2002 until 2004,  M. Pataki acted as Deputy State Secretary in charge of communications at the Ministry of Informatics and Communications in Hungary. Among his duties, he  was responsible for the elaboration of the first Hungarian Electronic Communications Act.

Received the following awards of the Republic of Hungary: the Knight’s Cross of the Order in 2005 and the Officer’s Cross of the Order, Civil Section, in 2009.

Mr Pataki graduated from the Budapest University of Economic Sciences specialising in international relations and public services and subsequently completed a postgraduate management programme in Paris.

Taylor Reynolds works as an economist at the OECD concentrating on telecommunication and broadcast markets. His recent research has focused on broadband, government investment, emerging wireless technologies and network neutrality.

Before joining the OECD, Taylor worked at the International Telecommunication Union, the World Bank and the National Telecommunications and Information Administration (United States). Francisco Ros

Born in Lorca (Murcia), Spain, Francisco Ros holds two PhDs, one from the Massachusetts Institute of Technology (Electrical Engineering and Computer Science) and another from the Technical Engineering University of Madrid (Telecommunications). He also holds an Advanced Management Program degree (PADE) from the IESE Business School in Madrid.

Appointed in May, 2004, Mr Ros is Spain’s Secretary of State
for Telecommunications and the Information Society. In 2003 Francisco Ros joined Qualcomm as Country Manager, responsible for operations of the Company in Spain and Portugal.  Prior to that, he was co-founder, Chairman of the Board and CEO of Alúa - BroadBand Optical Access. In 1996, Mr Ros was appointed President and CEO of Unisource. From 1988 through 1996, Mr Ros headed several business areas within the Telefónica Group, of which he was Managing Director as well as member of the Executive Management Board, and responsible for the International Communications area from 1994 to 1996. Kostas holds the position of legal officer at BEUC. He has been working at BEUC’s Legal Department since January 2009. Kostas provides expertise on Intellectual Property Rights, namely copyright-related issues and counterfeiting, as well as on consumers’ rights in the digital environment. He also leads the team on group actions.

Kostas holds a Law degree in Law (University of Thessaloniki, Greece) as well as a master’s degree in European Law (Centre Européen Universitaire, University of Nancy, France). He is qualified lawyer, member of the BAR of Thessalonica, in Greece. A Greek native speaker, he is fluent in English, French and Spanish, with basic knowledge of Russian.

Catherine Rutten (1969) was appointed Member of the Council of the BIPT in 2003 for a term of six years.

She received her law degree from the University of Leuven (Belgium) (1992) and holds  an  LL.M. (1993) in European Law from the College of Europe (Bruges) and a LL.M. (1994) in Intellectual Property Law from the London School of Economics.  She began her career in 1994 as a lawyer at the Brussels Bar, advising clients on media, telecommunications, IP/IT and commercial law at Loeff Claeys Verbeke.

In 1997 she joined BT where she was in charge of regulatory affairs in Belgium and Luxembourg and member of the Management Team.

Prior to joining BNetzA she was Senior Economist at the ‘Wissenschaftliches Institut für Kommunikationsdienste’ since 1996. Main areas of research: Numbering in telecommunications networks; Liberalization; Antitrust and regulation in the telecommunications sector.

Martin Senftleben is Professor of Intellectual Property, VU University Amsterdam (Vrije Universiteit), and Senior Consultant, Bird & Bird. His activities focus on primary and secondary markets for information products, the regulation of business models on these markets through intellectual property rights, and the resulting balance between intellectual property rights and limitations serving social, cultural and economic needs. Current research topics concern advertising-based business models that rely on unauthorized use of copyrighted material, the introduction of flexible fair use copyright limitations, the liability of web 2.0 platform providers, and the influence of copyright law on individual and collaborative processes of creation, particularly in the participative web 2.0.

Mr. Senftleben studied law at the University of Heidelberg. After graduation he worked as a researcher at the Institute for Information Law of the University of Amsterdam, and the Max Planck Institute for Intellectual Property, Competition and Tax Law in Munich. In 2004, he was awarded a doctorate by the University of Amsterdam. From 2004 to 2007, Mr. Senftleben worked as a legal officer in the Trademarks, Industrial Designs and Geographical Indications Law Division of the World Intellectual Property Organization (WIPO) in Geneva. In 2007, he was appointed Professor of Intellectual Property at the VU University Amsterdam. In 2008, he joined Bird & Bird as a Senior Consultant. He contributes frequently to conferences and seminars at the national and international level, and is active in several research networks. Tony Shortall is an economic consultant working for his own company, TELAGE, since October 2008.

He was formerly an economic advisor within the European Commission, DG Information Society and Media. In that role, he was involved in a number of central aspects of the current regulatory regime for eCommunications including the 2002 eCommunications Regulatory Framework and the subsequent Reform Package, the SMP Guidelines and the first and second editions of the Recommendation on Relevant Markets.

More recently he worked on the Commission Recommendation on Termination Rates and the first draft of the Commission Recommendation on Next Generation Access. He also worked with the EU Member States on the implementation of the EU Regulatory Framework and in particular through the 'Article 7' procedure where he acted as advisor to the Article 7 teams. He has worked extensively in the areas of Competition Law and Sector Specific Regulation both in the private and public sectors. Tiziana was born in Rome and has a degree in Economics & Business Administration from LUISS University in Rome.

Tiziana has always worked in the telecommunications industry with experiences in Telecom Italia, initially as an analyst in the Strategic Planning Dept and later as a researcher on economic and regulatory affairs at the San Salvador Study Center in Venice.

In 1997 she worked in the regulatory affairs dept. of Infostrada, the first alternative fixed line operator in Italy in the initial phases of liberalization and therefore followed all aspects related to the liberalization process in Italy and in Europe. She then worked at the Italian NRA for four years as an assistant to one of the commissioners and contributed to the definition of the main regulatory proceedings regarding the liberalization process in Italy with particular emphasis on Unbundling, bitstream and interconnection.

From 2002 to mid 2007 she has had international experience with Telecom Italia Sparkle, the international wholesale voice and data division of Telecom Italia in the New York Office, dealing with marketing and regulatory aspects of international voice and data services.

Joanna Taylor is the VP Global Competition and Regulation for BT Global Services. She has recently taken on the leadership of a worldwide team providing regulatory support to all BT's activities outside the UK. One part of this team's work is driving improvements in the regulatory environment for market entrants who are focussed on businesses and other large organisations.

Joëlle Toledano


Joëlle Toledano, Member of the Executive Board, ARCEP

On 23 June 2005, the President of the National Assembly appointed Joëlle Toledano member of the ARCEP Executive Board.

Joëlle Toledano holds a PhD in mathematics and economics. She has had a double career in academia and business. She began her professional life as a research associate with the CNRS, France’s national research council. She was then named associate professor of economics at Université de Rouen.

At the same time, she held various positions of responsibility with computing and telecommunications firms, before joining the Strategy Division at La Poste in 1993.

Marianne Treschow

Marianne Treschow, Director-General, Swedish Post and Telecom Agency

Marianne Treschow was appointed Director General of the Swedish Post and Telecom Agency (PTS) in 2004. Prior to this appointment, she had been Director of the Spectrum Department at PTS since 2004. Previously, from 1986 to 2000, she was a Director of the Swedish National Space Board and specifically dealt with science and earth observation. From 1978 she was Director of the Swedish Research Council. She started her career as an Assistant Professor at Stockholm University in 1964 where she specialized in structural chemistry and from 1976  to 1978 worked as Program Secretary in Chemistry. Since 2005 she has been a Member of the Royal Swedish Academy of Engineering Sciences. During 2008 she was President of the Radio Spectrum Policy Group.

Since 1998, Marc Van Asbroeck has been employed by KPN Group Belgium NV, the third mobile operator in Belgium. Until 2006, he was responsible for legal and regulatory matters, interconnection, roaming and wholesale. Since the end of 2005, he has been a member of the supervisory board of KPN Group Belgium and within the KPN International group (BASE, e-Plus & Simyo) he is responsible for the coordination of legal and regulatory matters.

He is a member of the supervisory boards of e-Plus and KPN France.

Roberto Viola holds a doctor degree in electronic engineering (Dr. Eng.) and a master in business administration (MBA).
He is currently in charge of managing the overall AGCOM organisation as Secretary-General.

He is Chairman elected for the 2010 of the Radio Spectrum Policy group (RSPG).
He was Chairman for the 2007 of the European Regulatory Group (ERG).
He served in
AGCOM (1999-2004), as director of regulation department and technical director being in
charge of , inter alia, regulation in terrestrial, cable and satellite television, frequency planning, access and interconnection of communication services, cost accounting and tariff in telecommunication and broadcasting services.
From 1985-1999 he served in various position as a staff member of the European Space Agency (ESA) in
particular, he has been head of telecommunication and broadcasting satellite services.
He pioneered novel communication systems (UMTS, satellite radio, digital broadcasting) publishing
