Richard Cadman is a senior strategy, policy, and regulatory economics consultant specialising in the electronic communications industry. He has a BA from York University in Politics and Economics, and a MA in Competition and Regulation Policy at the University of East Anglia, Centre for Competition Policy.
Richard has over ten years experience as a consultant. Before establishing SPC Network in 2003, Richard was Deputy Chief Executive of the Eurodata Foundation, which became Teligen Ltd, prior to which he held several posts in telecoms and IT companies.

Nicolas Curien, Commissioner, ARCEP
Born in 1950, graduated from Ecole Polytechnique and Telecom Paris, Nicolas Curien is currently a member of the Board of ARCEP, the French regulatory body for electronic communications and postal services. He began his career as an assistant professor at Telecom Paris, then as a manager at France Telecom, in charge of economic studies. In 1986, he joined the Department of Defence as a chief economist.
In 1989, he was appointed deputy-director of the National School for Statistics and Economic Analysis (ENSAE), within the Department of Economy and Finance. In 1992, he was granted the chair "Telecommunications Economics and Policy" at the Conservatoire National des Arts et Métiers (CNAM).
He also teaches economics at the Ecole Polytechnique, is a member of the "Académie des Technologie"s (the french National Academy of Engineering) as well as a founding member of the International Telecommunications Society (ITS).
He has written a number of scientific articles and several books in the fields of industrial organization and networks economics.

John Doherty, Chair, BEREC 2010 and ComReg Commissioner
BEREC is the Body of European Regulators for Electronic Communications
John Doherty was appointed Chair BEREC 2010 in December 2009.
John Doherty is a Commissioner with the Commission for Communications Regulation (ComReg) and held the rotating Chairpersonship from 01 December 2003 to 30 November 2004 and again from 01 December 2007 to 31 January 2010. John joined ComReg in 2001 as Director of Market Operations, before becoming a Commissioner in 2002. ComReg is the statutory body responsible for regulating the Electronic Communications and Postal Sectors in Ireland.
Before joining ComReg, John held a number of senior management positions in the Industrial Development Authority including those of Head of New Business Development focussing on identifying and developing new business opportunities for IDA in areas such as eCommerce, Biotechnology and International Services.
Prior to joining IDA John worked in a number of management positions in the chemical and engineering sectors both in Ireland and Internationally. He is an Economist by background with an MSc in Informatics and a Graduate Diploma in Business Administration.

Ken Ducatel, Head of the "Lisbon Strategy and i2010" Unit, European Commission, DG Information Society
Ken Ducatel, British, aged 52, holds a PhD in economic geography from Bristol University and an MSc in transport policy from Cranfield University in the UK. He has worked on information society policy for twenty years during. He was a member of the Faculty of University of Manchester for 14 years. His first experience in the European Commission was in DG Employment in 1995, where he worked in the secretariat to the High Level Group on the Information Society led by Professor Luc Soete.
From 1997 to 2003, he worked at the European Commission's Institute for Prospective Technological Studies in Seville, where he led the Institute's flagship "Futures Project."
At the end of 2003, he moved to DG Information Society to become Head of sector for eEurope. In November 2004 he was invited to join Commissioner Reding's Cabinet where he was in charge, among others, of the portfolio for Lisbon Strategy & Policies for the Information Society as well as for the coordination of Research policy.
In January 2009, he was appointed Head of the "Lisbon Strategy and i2010" unit in DG Information Society.

Richard Feasey, Public Policy Director, Vodafone Group Services Limited
Richard is the Public Policy Director for the Vodafone Group, coordinating global public policy and regulatory affairs throughout Vodafone’s operating companies including Europe, the Americas, and the Asia-Pacific. Richard has over fifteen years experience in international telecommunications in fixed, internet and wireless sectors; having been responsible for public policy at MCI Worldcom International, Ionica plc and TeleWest Communications plc.
He has chaired worldwide industry bodies and is currently chair of the Regulatory Advisory Board of the GSM Association.

Ilsa Godlovitch, Director, ECTA
Ilsa is responsible for developing and delivering on the regulatory and policy agenda at ECTA, the trade association representing 150 competitive (non-incumbent) operators across Europe.
Prior to joining ECTA in June 2005, she was EU Affairs Director at Cable & Wireless and also represented C&W's international businesses in developing countries outside Europe during a period of widespread liberalisation in the sector. Whilst at Oftel (the UK Telecoms Regulator), Ilsa was responsible for European Affairs and negotiated for the UK Government on the current EU Framework forCommunications. She was previously a technology journalist.
She holds an MA in Classics from Oxford University and a Postgraduate Diploma in Economics from London University.

Reinald Krueger is Head of Unit in the Information Society and Media Directorate-General of the European Commission and responsible for the Article 7 Consultation Mechanism on national regulatory measures in the electronic communications sector. Reinald started his career in the European Commission in 1995. He worked in the Industry Directorate-General on trade and industrial policy related tasks (until October 2000) and the Competition Directorate-General (until September 2008). In the latter, he was Deputy Head of the “Antitrust Telecoms” unit and Case manager of major antitrust telecoms cases under Article 82 of EC Treaty.
Before he joined the Commission, Reinald was Head of the Research Group “Industrial Economics and Competition Policy” at one of the leading German economics research institutes, the HWWA-Institute in Hamburg. In 1989, he was a Consultant with the US antitrust authority Federal Trade Commission (FTC), and in 1990 a Competition Expert to the World Bank. Reinald is an economist by training and author of 34 publications in the areas of industrial economics, competition policy and transition economics.

Lena Hägglöf, Deputy Director General, Swedish Ministry of Enterprise, Energy and Communications
Mrs. Lena Hägglöf joined the Ministry of Enterprise, Energy and Communications in 1999.
In February 2007 she was appointed Director and Head of the Division for Information Technology Policy. Lena Hägglöf has a long history of working with ICT-policy serving as senior adviser and project leader on a wide variety of initiatives. She has lead the day-to-day work of a number of projects, such a the project tasked with developing a strategy for national broadband deployment. The work of that project resulted in one of Europe’s first large scale fiber infrastructure investment projects and has been studied by many other countries. Additionally she has also worked on the national implementation of the EU electronic communications directives and ICT-standardisation. Lena Hägglöf is actively engaged in international ICT-policy issues and represents Sweden in a number of fora.
Prior to joining the Ministry of Enterprise, Energy and Communication Lena Hägglöf was Deputy Director at the Ministry of Defence.

Malcolm Harbour MEP
He is the MEP member of the Conservative Shadow Business team led by Shadow Business Secretary Ken Clarke.
Malcolm Harbour takes a special interest in the EU single market, industry, science and technology policy. He is Chairman of the Forum for the Automobile and Society, the Ceramics Industry Forum, the European Manufacturing Forum and the Conservative Technology Forum. He is a Governor of the European Internet Foundation, a member of the Conservative Policy Review on Science and Innovation. He has been the lead MEP (rapporteur) for major legislation on Telecoms, the Single Market and Motor Vehicle standards.
Since 2005, he has served on the CARS 21 High Level Group, a Europe-wide initiative to boost the automotive industry. He was named as a top 50 European of 2006 for his key role in broking agreement on the Services Directive. In May 2006, he was named the UK’s most Small Business Friendly UK Parliamentarian by members of the Forum of Private Business.
Before his election to the Parliament, Malcolm Harbour spent 32 years in the motor industry, as an engineer, a senior commercial executive, a consultant and a researcher. He began his motor industry career in the BMC Longbridge Plant as an Austin Engineering Apprentice in 1967.
Malcolm Harbour was born in February 1947. He was educated at Bedford School and Trinity College, Cambridge, where he graduated in Engineering, and at the University of Aston where he gained a Diploma in Management Studies. He received an Honorary DSc from Aston in 2008. He and Penny were married in 1969 and have lived in Solihull since 1972. They have 2 married daughters, Louise and Katy and 2 grandchildren.

Petri Koistenen, Principal Administrator, Legal & Regulatory, European Commission, DG Information Society
Petri Koistinen is a principal administrator, legal and regulatory in the unit for policy development for electronic communications in the Directorate-General Information Society and Media of the European Commission. He is responsible for reviewing universal service principles under the EU regulatory framework for e-communications. Mr. Koistinen holds a Finnish Masters degree in law, being trained on the bench in 1992 – 1993. He has also studied European and International law at the University of Stockholm (Sweden) and at the Royal University of Leiden (the Netherlands). Prior to joining the European Commission in February 1999, Petri Koistinen worked as an industry consultant at an international IT company both in Finland and in the United Kingdom from 1996 to 1998. In 1998 he was part of a project team at Sitra (National Fund for Research and Development), revising the National Strategy on the Information Society for the Finnish Government. He has also worked as a lecturer and researcher of law at university and as a civil servant in Finland.

Ruprecht Niepold, Adviser Radio Spectrum Policy, European Commission, DG Information Society
Ruprecht Niepold is an adviser on spectrum policy at the Directorate General for Information Society and Media of the European Commission (DG INFSO). He holds a Degree in Electrical Engineering from the Technical University of Karlsruhe and a PhD from the University of Stuttgart. From 1977 he worked at the Fraunhofer Gesellschaft in applied research for industry in the field of industrial automation before joining the European Commission in 1989 where he became responsible for relations with Japan and South East Asia in the field of telecommunications policy. As of 1997 he led the unit dealing mobile and satellite communications regulatory aspects. Between 2003 and 2008 he headed the unit in charge of developing radio spectrum policy from a Community perspective.
Since May 2008 he has been advising the Director General of DG INFSO on radio spectrum policy issues.

Dr Karl-Heinz Neumann, General Manager & Director, WIK Consult
Dr Karl-Heinz Neumann, born November 24, 1953, is a graduate of the University of Bonn with a PhD in Economics. He rejoined WIK in April 2001 as General Manager and Director of WIK GmbH and WIK-Consult GmbH, a position he had previously held until 1995.
From 1995 to 2001 he worked for RWE Telliance AG as Executive Director for strategy, regulation and national projects. In the last two years he was Member of the Management Board of the Company. In this position he also acted as Member of the Board and as Member of the Supervisory Board of several national and international telecommunications companies.
Besides his telecommunications industry experience, Karl-Heinz Neumann has a broad experience in the consultancy of regulatory authorities, governments and telecommunications companies. He acted as a member of many expert and advisory commissions, related to German telecommunication authorities.
Dr Neumann has led and is leading WIK-teams in more than 50 European regulatory policy consultancy studies. His main focus of work is related to cost modelling licensing, pricing policy, interconnection and ULL pricing, market structures and regulatory policy.
Since 1990 Dr Neumann has been a Member of the Board of Directors of the International Telecommunications Society and since 1992 he has been a Member of the Research Committee of the Münchner Kreis – Supranational Association for Communications Research.
Since 2001 Dr Neumann has been a Member of the Scientific Advisory Board of the German NRA BNetzA.
From 1992 to 1995 Dr Neumann was the editor of Information Economics and Policy. Since 1999 he has been member of the Editorial Advisory Board of Info – The Journal of Policy, Regulation and Strategy for Telecommunications, Information and Media and since 2001, a member of the Scientific Council of Communications and Strategies.
Dr Neumann has written more than 150 articles in journals, books and readers on telecommunications economics, policy and regulation. He was editor/coeditor of 7 books on telecommunications and postal policy topics and author of 4 books on telecommunications economics and policy. He has given more than 250 speeches or presentations on telecommunications policy and regulation, information and communications, postal policy.

Francisco Ros, Secretary of State for Telecommunications and Information Society, Spanish Ministry of Industry, Tourism and Trade
Born in Lorca (Murcia), Spain, Francisco Ros holds two PhDs, one from the Massachusetts Institute of Technology (Electrical Engineering and Computer Science) and another from the Technical Engineering University of Madrid (Telecommunications). He also holds an Advanced Management Program degree (PADE) from the IESE Business School in Madrid.
Appointed in May, 2004, Mr Ros is Spain’s Secretary of State for Telecommunications and the Information Society. In 2003 Francisco Ros joined Qualcomm as Country Manager, responsible for operations of the Company in Spain and Portugal. Prior to that, he was co-founder, Chairman of the Board and CEO of Alúa - BroadBand Optical Access. In 1996, Mr Ros was appointed President and CEO of Unisource. From 1988 through 1996, Mr Ros headed several business areas within the Telefónica Group, of which he was Managing Director as well as member of the Executive Management Board, and responsible for the International Communications area from 1994 to1996. Among others, he has been a member of the Board of AT&T Micro-electronics, WorldPartners and Infonet in the US, Mannesmann Arcor in Germany, Siris in France and CTC in Chile.

Bruno Soria holds a MSc degree in Telecommunications Engineering, a MBA and a PhD in Economics.
In 2001 he joined Telefónica as Director for Competitive Intelligence in the Corporate Strategy Team. In 2002 he moved to the Corporate Regulatory Team where he is now Director for Regulatory Services. He is also the Chairman of the Regulatory Economics Task Force of ETNO (European association of Telecommunications Network Operators).

Roberto Viola holds a doctor degree in electronic engineering (Dr. Eng.) and a master in business administration (MBA).

Malcolm is a partner at Webb Henderson, a specialist international telecommunications legal and regulatory firm. He has spent the last 15 years advising telecommunications clients around the world on the most important regulatory issues and commercial transactions that affect them.
Malcolm has had extensive recent experience providing legal and regulatory advice to clients on the current Government-led fibre projects taking place throughout the Asia Pacific region. His recent experience has included advising NBNCo on the Australian A$43 billion fibre project. He also provides advice to regulators and operators on the nationwide fibre projects in Singapore and New Zealand and has advised the Government of Brazil in relation to the development of their National Broadband Plan.
