Roland Doll studied law at Universities of Frankfurt and Lausanne. He is a post-graduate in international commercial law of the University of Aberdeen (UK) and had appointments as assistant professor at University of Frankfurt and as researcher in telecommunications law and regulation.
1997 he joined Deutsche Telekom as Assistant Director for Government Relations and Regulatory Affairs. In 2000 he was appointed Vice President International Regulatory Affairs at Deutsche Telekom. Since 2003 he is holding the position of Vice President International Government Affairs in the Group Headquarters of Deutsche Telekom.
During his professional career he published several articles on telecommunications law and regulation.

Gerard Boogert is currently program manager Next Generation Networks (NGN) at the Independent Postal and Telecommunication Authority (OPTA) in the Netherlands. This program plays a leading role in the development and implementation of the regulatory framework for NGN (Access) regulation, both in residential and business broadband network- and services in the Netherlands.
Most recent project within the program is the realization of a policy rules paper for the tariff regulation of unbundled fibre access.
He worked for more than 20 years within the Telecom Industry in various technical, commercial and business management functions. The last 6 years he worked with OPTA and is one of the senior advisors for the analysis and regulation of broadband markets. |

John Doherty is Chairperson with the Commission for Communications Regulation (ComReg). John joined ComReg in 2001 as Director of Market Operations, before becoming a Commissioner in 2002. ComReg is the statutory body responsible for regulating the Electronic Communications and Postal Sectors in Ireland.
Before joining ComReg, John held a number of senior management positions in the Industrial Development Authority including those of Head of New Business Development focussing on identifying and developing new business opportunities for IDA in areas such as eCommerce, Biotechnology and International Services.
Prior to joining IDA John worked in a number of management positions in the chemical and engineering sectors both in Ireland and Internationally. He is an Economist by background with an MSc in Informatics and a Graduate Diploma in Business Administration. |

Ken Ducatel, British, aged 51, holds a PhD in economic geography from Bristol University and an MSc in transport policy from Cranfield University in the UK. He has worked on information society policy for twenty years.
He was a member of the Faculty of University of Manchester for 14 years. His first experience in the European Commission was in DG Employment in 1995, where he worked in the secretariat to the High Level Group on the Information Society led by Professor Luc Soete.
From 1997 to 2003, he worked at the European Commission's Institute for Prospective Technological Studies in Seville, where he led the Institute's flagship "Futures Project." At the end of 2003, he moved to DG Information Society to become Head of sector for eEurope. In November 2004 he was invited to join Commissioner Reding's Cabinet where he was in charge, among others, of the portfolio for Lisbon Strategy & Policies for the Information Society as well as for the coordination of Research policy.
In January 2009, he was appointed Head of the "Lisbon Strategy and i2010" unit in DG Information Society.

Olivia moved into the role of Group Director of Strategy and Portfolio in July 2007, and is responsible for the Group's strategic and product direction for the £20.2bn revenue business operating in 170 countries. Liv works with BT's Board on strategic matters and represents BT externally in a variety of manners including industry engagement and customer executive leadership.
Before this role, Liv has led large workforces in both sales and service. Most recently she was the Managing Director of the Commercial and Brands unit for Global Services with responsibility for the £1.3bn P&L, sales performance and customers on a global basis. This involved global leadership for customer segments including Retail, Transport, Logistics, Media, Oil&Gas and Leisure. Previously she was Vice President of the Global Services UK Customer Service organisation, across both Managed and Non Managed Customers and Contracts. In this role Liv simultaneously merged 4 disparate organisations into one cohesive organisation whilst consolidating the spans and layers of management across the 6,500 people in her direct control. She also developed a new methodology for process re-engineering, named Horizons programme, which reduced the GS cycle time for provisioning from an average of +47 days to an average of +6 days, as well as improving the productivity of the field organisation by 14% in 6 months. Liv's was initially recruited into BT to be General Manager ITW & IMCT, which provides Desk based account management and Desk based specialist resource to all corporate customers in Major Business. In her first 12 months in BT Olivia successfully doubled the size of the ITW, enabling significant Channel Strategy savings (£37.8M) whilst also transforming the ITW’s financial performance (02/03 £27.9M Nibr Vs. 04/05 £110M Nibr).
Before BT, Olivia worked at Accenture in the Change Management practice focused on Communications & High Tech and Retail customers. Olivia focused on managing major change management projects on Organisational Design & Transformation, eLearning / Human Performance and CRM engagements. Olivia gained significant experience in defining and delivering Human Performance and CRM strategic solutions in Corporate, Engineering and Shop-floor Work Forces. Olivia worked over this period with 5 Accenture clients (Continent, Safeway, Lucent, Ericcson; not to mention extensive experience within the BT Group working in Major Business, BT Ignite GS&S, BT Ignite ASP, Concert, BTNI, SME and Consumer). Olivia holds two patents from ground breaking human performance simulation technology designs, which she developed in the US in 2000. Olivia was named in Management Today’s “35 under 35” 2006 list for Britain’s most successful businesswomen. On a personal level Liv is married, has one son called Arthur and lives in London, she is a life long fan of Everton football club! |

Ilsa is responsible for developing and delivering on the regulatory and policy agenda at ECTA, the trade association representing 150 competitive (non-incumbent) operators across Europe.
Prior to joining ECTA in June 2005, she was EU Affairs Director at Cable & Wireless and also represented C&W's international businesses in developing countries outside Europe during a period of widespread liberalisation in the sector. Whilst at Oftel (the UK Telecoms Regulator), Ilsa was responsible for European Affairs and negotiated for the UK Government on the current EU Framework for Communications. She was previously a technology journalist.
She holds an MA in Classics from Oxford University and a Postgraduate Diploma in Economics from London University. |

Andrew Heaney joined Carphone Warehouse as Executive Director of Strategy and Regulation in 2007. He is responsible for developing Carphone’s commercial strategy and approach in key areas of regulation and public policy such as LLU, BT’s Undertakings, NGA and copyright.
Prior to joining Carphone, Andrew was a Competition Policy Director with Ofcom responsible for developing and implementing Ofcom’s strategy and policy for LLU and broadband products. Andrew played a leading role in developing the equivalence and functional separation model and BT’s undertakings and was responsible for Ofcom’s oversight of the implementation of the undertakings.
Before Ofcom, Andrew was a Partner with Spectrum Strategy Consultants leading their fixed telecoms group advising operators, regulators, investors, major customers and government on policy, strategy and business development both in the UK and other major economies. Andrew is married with five children.

Kurt Lanz studied National Economics and Sociology at the University of Bern in the capital of Switzerland.
In 1999 he started his professional career in the newly-founded wholesale business of the Swiss incumbent, Swisscom. After a short period as an Economic and Regulatory Consultant, in 2001 he became Head of Regulatory Wholesale. In this position he forced the integration of the fixnet business; he migrated his team; became Deputy Head of Regulatory Fixnet and took over the responsibility for universal service.
As delegate and project leader for USO he negotiated the concession for the years 2008-2017 with the Swiss Government.
In 2007 he was appointed Head of Regulatory Affairs for the whole Swisscom group, before he moved in mid-2008 to the largest private provider in Switzerland, Sunrise Communication Ltd., where he took on his current position of Director for Public Affairs.

Philip Lowe was born in Leeds in 1947. He read Politics, Philosophy and Economics at St John's College, Oxford and has an M. Sc. from London Business School.
Following a period in the manufacturing industry, he joined the European Commission in 1973, and held a range of senior posts as Chef de Cabinet and Director in the fields of regional development, agriculture, transport and administration, before becoming Director General of the Development DG in 1997.
He took up his current appointment as Director General of the Competition DG in September 2002.

Senator Kate Lundy has represented the Australian Capital Territory in the Australian Federal Parliament since 1996. Senator Lundy is currently Chair of the Joint Standing Committee for the National Capital and External Territories. She is a long-standing member of the Senate Environment, Communications, IT and the Arts Committee.
Senator Lundy has participated in every Senate Inquiry relating to telecommunications and Information Technology of the last thirteen years and continues to be a strong advocate for the use of digital technology and ICT innovation to strengthen and transform the economy for future growth and enhance social inclusion within society.

Dr. Karl-Heinz Neumann, born November 24, 1953, is a graduate of the University of Bonn with a Ph.D. in Economics, he rejoined WIK in April 2001 as General Manager and Director of WIK GmbH and WIK-Consult GmbH, a position he had previously held until 1995.
From 1995 to 2001 he worked for RWE Telliance AG as Executive Director for strategy, regulation and national projects. In the last two years he was Member of the Management Board of the Company. In this position he also acted as Member of the Board and as Member of the Supervisory Board of several national and international telecommunications companies.
Besides his telecommunications industry experience, Karl-Heinz Neumann has a broad experience in the consultancy of regulatory authorities, governments and telecommunications companies. He acted as a member of many expert and advisory commissions, related to German telecommunication authorities.
Dr. Neumann has led and is leading WIK-teams in more than 50 European regulatory policy consultancy studies. His main focus of work is related to cost modelling licensing, pricing policy, interconnection and ULL pricing, market structures and regulatory policy.
Since 1990 Dr. Neumann is Member of the Board of Directors of the International Telecommunications Society and since 1992 he is Member of the Research Committee of the Münchner Kreis – Supranational Association for Communications Research.
Since 2001 Dr. Neumann is Member of the Scientific Advisory Board of the German NRA BNetzA.
From 1992 to 1995 Dr. Neumann was the editor of Information Economics and Policy. Since 1999 he is member of the Editorial Advisory Board of Info – The Journal of Policy, Regulation and Strategy for Telecommunications, Information and Media and since 2001 member of the Scientific Council of Communications and Strategies.
Dr. Neumann has written more than 150 articles in journals, books and readers on telecommunications economics, policy and regulation. He was editor/coeditor of 7 books on telecommunications and postal policy topics and author of 4 books on telecommunications economics and policy. He has given more than 250 speeches or presentations on telecommunications policy and regulation, information and communications, postal policy.

Dr Nitsche is a managing director of ESMT Competition Analysis and an expert in providing economic advice in competition and litigation cases before the European Commission and national competition authorities in Germany, Austria, the UK and the Netherlands. He has 15 years’ experience in supporting clients in all fields of competition policy enforcement, including cartel and abuse of a dominant position cases as well as merger control (Phase I and Phase II investigations). In addition, he has advised undertakings on a variety of regulation issues in network industries and several European national governments and State aid recipients in State aid control proceedings.
Prior to his work for ESMT Competition Analysis Dr. Nitsche was Vice President in the Competition Practice and Director of the Brussels office of CRA. Before his five years in Brussels he was an economic consultant at Price Waterhouse and Arthur Andersen in London and Berlin.

Ed Richards is the Chief Executive of Ofcom, appointed in October 2006.
Previously Ed was Chief Operating Officer, responsible for Strategy, Market Research, Finance, HR and other functions.
Strategy responsibilities included Ofcom’s strategic thinking on the communications sector and covering economic issues and consumer policy.
Ed was previously Senior Policy Advisor to the Prime Minister (Tony Blair) for Media, telecoms, the internet and e govt and Controller of Corporate Strategy at the BBC.
He has also worked in consulting at London Economics Ltd, as an advisor to Gordon Brown MP and began his career as a researcher with Diverse Production Ltd where he worked on programmes for Channel 4.

Catherine Rutten (1969) has been appointed as Member of the Council of the BIPT in 2003 for a term of six years.
She received her law degree from the University of Leuven (Belgium) (1992) and holds an LL.M. (1993) in European Law from the College of Europe (Bruges) and a LL.M. (1994) in Intellectual Property Law from the London School of Economics.
She began her career in 1994 as a lawyer at the Brussels Bar, advising clients on media, telecommunications, IP/IT and commercial law at Loeff Claeys Verbeke.
In 1997 she joined BT where she was in charge of regulatory affairs in Belgium and Luxembourg and member of the Management Team.

Tiziana was born in Rome and has a degree in Economics & Business Administration from LUISS University in Rome.
Tiziana has always worked in the telecommunications industry with experiences in Telecom Italia, initially as an analyst in the Strategic Planning Dept and later as a researcher on economic and regulatory affairs at the San Salvador Study Center in Venice.
In 1997 she worked in the regulatory affairs dept. of Infostrada, the first alternative fixed line operator in Italy in the initial phases of liberalization and therefore followed all aspects related to the liberalization process in Italy and in Europe. She then worked at the Italian NRA for four years as an assistant to one of the commissioners and contributed to the definition of the main regulatory proceedings regarding the liberalization process in Italy with particular emphasis on Unbundling, bitstream and interconnection.
From 2002 to mid 2007 she has had international experience with Telecom Italia Sparkle, the international wholesale voice and data division of Telecom Italia in the New York Office, dealing with marketing and regulatory aspects of international voice and data services.
Since April 2007, she is Director of Regulatory Affairs of Fastweb, the main alternative broadband and IPTV provider in Italy. |

Jan van Rooijen (1970) is CFO at Reggefiber Group B.V., a joint venture between Royal KPN and Rijssen based investment fund Reggeborgh. Reggefiber has successfully deployed several FttH projects since 2005. Van Rooijen was closely involved in structuring the transaction with KPN and the following approval by the Netherlands Competition Authority (NMa).
Prior to joining Reggefiber early 2008 Van Rooijen was co-founder and CFO of several IT and biotechnology companies, including MarketXS (sold to Markit Group Ltd. in 2006; Optisense, Mierij Meteo and the people’s valley.
Van Rooijen is a graduate from the Tinbergen Institute and has a PhD in Financial Accounting. Van Rooijen studied Accountancy at the University of Amsterdam and Business Economics and Tax at the Erasmus University Rotterdam.

Nick White has spent over 35 years in international telecommunications. He joined Reuters in 1973, who joined the newly formed INTUG with other multinationals soon after, to lobby for competitive provision of telecommunications internationally.
Nick became active in UK regulatory affairs in the early 1980s, after joining Midland Bank to build a second worldwide network, which was also used to offer competitive value added network services. He chaired TMA (now CMA) from 1990-93.
He joined Unilever in 1991 to build his third global network, linking operations in 100 countries. He joined the INTUG Executive in 1993 and has rejoined the CMA Board.
He is now an independent consultant in telecommunications regulatory affairs, representing user interests at national and international level. He is a regular speaker at telecommunications events, including in Brussels and in the UK.
