ECTA welcomes the European Council’s discussions
Brussels, 25 October 2013: ECTA, the pan-European trade association representing over 100 pro-competitive telecoms operators - the leading innovators and fibre investors of Europe – welcomes the discussion and conclusions of the European Heads of State and Government on the digital economy. Indeed broadband has become a utility for both European citizens and businesses, therefore looking forward we have to get the regulatory framework right: nurture competition, which made Europe the global broadband leader and enable efficient investments by the whole sector. We agree with the building principles of a revised regulatory framework put forward by the European Council:
- Overcoming fragmentation of regulation in order to create a level playing field across Europe and remove barriers to entry, expansion, innovation and investments by challenger operators. BEREC’s role is pivotal in building on regulatory best practices and removing obstacles to the internal market at the same time taking into due account national specificities. Enabling the more competitive provision of enhanced communications services to European businesses is particularly important in order to unlock the growth potential of European companies.
- Promoting effective competition is the cornerstone of today’s regulatory framework and has been the main driver of innovation, efficient investments and high broadband adoption in Europe to date. We are very pleased that Europe’s leaders recognise that the promotion of effective competition has to remain the core principle of Europe’s regulatory framework to the benefit of consumers and businesses. The recent sluggish adoption of ultra-fast broadband services by end-users is primarily caused by the lack of effective competition, which has to be tackled by the revised rules. We encourage the European Parliament and Council to pay particular attention to the European Council’s conclusions and improve the current draft Single Market Regulation in this regard.
- Attracting efficient private investments by the whole sector and working on viable investment models is very important in order to ensure that Europe has open and future proof infrastructure and effective competition over it.
The timetable set by the European Council is the right one, we should finalise open and more advanced legislative dossiers first and examine carefully any potential changes to the European regulatory framework, building on the principles of overcoming fragmentation, promoting effective competition and attracting private investments by the whole sector. ECTA looks forward to closely co-operating with the EU legislator, European Commission and BEREC in order to develop the right regulatory framework for the European telecoms industry and to the benefit of European citizens and businesses.
